Carol was born at Georgetown Hospital in Washington DC on August 14, 1931. She was the first of seven children born to Dr. Leander Scales Stuart and Henrietta Christine Kreh Stuart. The family resided in Bethesda at that time and for many years afterward.

Carol attended Bethesda and Lynbrook Elementary Schools, Leland Junior High School, and Bethesda Chevy Chase High School. She was among the first students to attend and graduate from Montgomery Junior College, and then went on to the University of Maryland where she earned her fine arts degree in 1953 (a classmate and contemporary of Muppeteer Jim Henson).

After college she joined the staff of the Times-Herald newspaper in Washington DC. In 1954 she co-founded Georgetown’s community paper, The Georgetowner. In 1960 Carol founded Carriage Trade Publications in Georgetown with her husband David. Mrs. Watson’s illustrated historical scenes of Washington, DC, Georgetown, Alexandria, Annapolis, and Frederick, Maryland; …which were printed and widely circulated on postcards, calendars as well as prints for framing.

In 1976 she was commissioned to illustrate the official Bicentennial Map of Montgomery County; …a very large, handsome and colorful print; …a big undertaking as it depicts the many important homes and historical sites including a brief written description of each. These still hang on the walls of many government and business offices, and private homes throughout Maryland and beyond.

A commissioned slide-show of many animated water-color paintings depicting the rich history of Harper’s Ferry, WV was exhibited daily at the National Park Visitors Center there. Other ‘Federal’ projects included a large mural at the United States Chamber of Commerce depicting the “Romance of Lafayette Square.” She had even more fun making posters, coloring books, maps, calendars, and drawings; … even Panda Bear Mugs for the Friends of the National Zoo. There she delighted in making friends with both the animals and their care-takers. Carol especially loved cats – small and large!

Her work in television included courtroom drawings for the major networks of Maryland Governor Marvin Mandel’s Mail Fraud and Racketeering trial and the “Black Mafia” Hanafi trial.

A popular illustrator of children’s books, her pictures are found in publications such as “Where’s Rachel,” “Hurrah for Arthur” “Flower Fables,” “Hey, ey-ey-Lock – Adventures on the C&O Canal,” “Upstairs and Downstairs in a Victorian Doll House,” and many more.

In the years preceding her death at 54 years, Carol was employed by Johns Hopkins University Applied Physics Laboratory where she worked as a graphic illustrator for the Fleet Systems. As a side line she enjoyed designing Christmas Cards which were sold nationwide; …these designs appeared on notebooks, and wrapping paper and Christmas ornaments as well. In 1982 she won the Graphic Arts Award Competition sponsored by the Printing Industries of America for her design of Bear Branches Gift Wrap.

Carol was a natural and competitive cook; … of the Julia Child ilk. Every Sunday her kitchen was busy with the sights, sound, and smells of a royal feast for anyone who gathered through her open door for dinner. She illustrated many cookbooks, as well as dozens of local restaurant menus; … even won a contest for a mouth-watering Maryland Crab dish!

An accomplished and imaginative muralist, one of her major works is ‘Colonial Georgetown’ at Lockheed Headquarters (then Martin Marietta) in Bethesda. She did numerous murals for nurseries and dining rooms and other touches of interior design in many homes.

Carol did countless numbers of fine art paintings, drawings, greeting cards; …portraits; …furniture decorations, sculptures; …her creativity and productivity was staggering. She loved to do quick sketches of something that caught her attention and would combine them with her quick wit to the amusement of whoever was lucky enough to receive them.

Active in volunteer work, Mrs. Watson was involved with the Salvation Army, the Junior League of Washington DC, The Travelers Aid Society and The United Way among others.

A prolific artist, and a superb photographer; … Carol Stuart Watson just appreciated beauty in everything; … music, flowers, nature, family. Plants loved her too, if she wasn’t in the kitchen or studio you would find her tending her extensive rock gardens.

Her view of the world was as sensitive as any lens in a camera; …she missed very little; …lived very large; …and inspired many to great ambition; …’who could ask for anything more?’

A Moving Keynote Address by Author Lisa Genova

When Lisa Genova’s grandmother was stricken with Alzheimer’s disease,
she dove into her research as a neuroscientist even more deeply. When she
finished, she decided to explore it from another angle: fiction. Still Alice is the
novel that came out of Genova’s experience, following a brilliant professional
woman with early onset Alzheimer’s from her point of view. The book went on to
sell like hotcakes, and Ms. Genova now gives speeches around the country on
this heartbreaking disease.

Now Genova has written a new book, Left Neglected, about another
neurological ailment caused by traumatic brain injury. She will talk about both
books, as well as her life as a writer, scientist and actress, on Friday, February
18 at 5:30pm in Trinity United Methodist Church on Telfair Square in downtown
Savannah. This event is FREE and open to the public, as will be Ms. Genova’s
talk the following day, Saturday, February 19 at 1:30pm in Trinity Church.

How to Design an Outdoor Living Space

Outdoor living spaces have grown significantly in popularity and importance in recent years, progressing from secondary spaces to personal sanctuaries, family gathering spots and preferred destinations for entertaining.

Whether working with a professional designer or going it alone, there are four good points to keep in mind while constructing your outdoor oasis: function, style, quality and comfort.

First, it’s important to think about the primary function of the outdoor space. Is to relax, read, sun, grill out with your family or entertain? Or maybe it will have various functions.

Once you have determined this, you can incorporate different elements into an overall plan with flexible items as the anchors. An outdoor kitchen, for instance, can host a family night of grilling or serve as a bar countertop for cocktails. Outdoor seating comes in various offerings and can cater to a world of activities.

Changing seasons can be accomodated by incorporating contrast into the design. A trellis or pergola can be used to provide shade in the hot, summer months and a fire pit or fireplace can offer a cozy alternative to the typically confining, winter months.

It’s all about balance and tone, defining a style across the board. Personal taste and budget will dictate a more simplistic or luxurious point of view, but it’s important to have an integrated scheme outdoors, just as you would on the inside of your home. Whether you prefer Lowcountry Tabby or Japanese Zen, fluidity is key.

It is the combination of hard and soft palettes outdoors that create well-roundedness and can project the appearance of an extension, rather than a separation, of the home. Durable materials, which can be any variant of brick paving, stone, concrete or wood, can carry you from the main home to the outdoor setting, while the maleable materials, or plant life, weave warmth, life and serenity to any backyard.

Privacy fences, walls, enclosures, fountains and other water features should be given the same consideration, relating their colors and style to the design. Further depth can be accomplished with the use of vertical stone applications, statues and statuaries, sculptures, pots, planters, candles, fabrics and outdoor lighting.

Notably, the quality of the products will determine their durability.

In cooler, less humid regions, cast and wrought iron are acceptable, yet in the southeast, they will rust. Teak and woven furniture offer sophisticated, weather-proof alternatives to wicker; as well, many elegant, durable, mildew-resistant fabrics available today are long-sustaining and include customized colors and patterns with their purchase.

High-end appliance makers like Viking and Al Fresco have also entered the outdoor market, featuring a wide range of products that include gas and charcoal grills, smokers, wall ovens, hoods, refrigerators, freezers, wine chillers, beer taps and large-capacity warming drawers.

While initial sticker shock may apply to certain items, it is important to remember that the higher-end products are meant to last a lifetime, while the less expensive items may need to be changed out four to five times over.

That said, an experienced designer should be able to balance your likes with your budget. High-use spaces may need to carry a sturdier product, like stone or tile, underfoot, while secondary paving could come in the form of concrete, perhaps tinted to compliment the stone.

Finally, comfort is largely important.

The furniture itself, the fabric, the cushions and seasonally appropriate gear, like patio heaters, can change the simple outdoors into an oasis for you, your family and friends.

Statute of Limitations for Professional Malpractice
Extended from Four Years to Six Years

Bear witness to a seminal change in Georgia law concerning the period of time in which
to bring an action for professional malpractice, a period of time known as the legal “statute of limitations.” On November 22, 2010, the Georgia Supreme Court issued its opinion in Newell Recycling of Atlanta, Inc. v. Jordan, Jones & Goulding, Inc.

In Newell, a professional engineering firm contracted to prepare a concrete work platform that would control drainage at a shredding facility. After the work had been performed and the facility became operational, in around May 2000, the concrete platform began to fail. Four years later, in August 2004, the facility sued the engineering firm for breach of contract and professional negligence.

The firm asked the trial court to dispose of the suit, arguing that the action was barred
by the four-year statute of limitations applicable to actions “upon any implied promise or undertaking” contained in O.C.G.A. § 9-3-25. The trial court denied the engineering firm’s request, concluding that a six-year statute of limitations for contracts in writing, as prescribed at O.C.G.A. § 9-3-24, may apply under the facts of the case. The case was appealed, first to the Georgia Court of Appeals and then to the Georgia Supreme Court.

The Georgia Supreme Court addressed “whether . . . a professional malpractice claim
premised upon a written contract is governed by the four-year statute of limitations . . . rather than the six-year statute of limitations . . . .” The Supreme Court concluded that “[w]here a complete written contract exists in an action for which a contract is pursued . . . the six-year statute of limitations of O.C.G.A. § 9-3-24 applies, regardless of whether the alleged breach stems from the express terms of the agreement or duties that are implied in the agreement as a matter of law.”

The Supreme Court’s decision foreshadows the primary question to be considered in
calculating the statute of limitations in professional malpractice actions based upon services rendered under a written contract: “whether a written agreement actually exists between the parties such that any implied duties sued upon would have grown directly out of the existence of the written contract itself.” In short, Georgia courts will be left to consider whether a contract exists; and, if so, whether the contract can be considered “complete.”

Under Newell, if no written contract exists with regard to the provision of professional
services, a four-year statute of limitations will continue to apply. Further, if a written contract exists, but the contract is “incomplete,” a four-year statute of limitations will also apply. In all other cases where a complete written contract exists between the parties, a six-year statute of limitations will apply.

Since the issue was not before the Court, it did not address O.C.G.A. § 9-3-71, which
sets forth a two-year statute of limitations applicable to professional malpractice actions arisingout of medical malpractice. Therefore, Newell’s impact on medical malpractice actions is questionable. Indeed, the full impact of the Newell decision remains to be seen. Nevertheless, the Georgia Supreme Court’s holding in Newell represents a significant change in the law of professional malpractice in this State; and all professionals should be aware of the opinion.

Emergency Shelter to open for Women and Children in Savannah – 2414 Bull Street Savannah, GA 31401 (912) 232-1979

The Old Savannah City Mission is seizing the opportunity to open an emergency shelter1 for women and children. This Five Star Emergency Shelter will be located at 1116 Mills B. Lane where one of the Mission’s three Bargain Centers is now located. The property owner has graciously committed his 26,000 sq ft warehouse/office complex to a very reasonable 20 year lease. This agreement enables the Mission to accomplish a number of advancements.

The Fresh Start program for women will move from the Mission’s facilities on 34th Street (A Place Called Home) to the Mills B. Lane location. This gives UTI female students the opportunity to serve the sheltered homeless women and children as the male students serve homeless men in the emergency shelter at the 2414 Bull Street location. The facilities on 34th Street will serve as an emergency shelter for homeless families. This enables the Mission to provide emergency shelter to homeless men, women, children and homeless families. This is a breakthrough for the community as well as the Mission. This is an incredible dream come true.

In the City of Savannah there are only 28 emergency shelter beds for destitute women. These are available on a walk-in basis at the Inner City Night Shelter. Other than these beds, there are no walk-in emergency shelter beds for women and children in the care of their mother or guardian.

In 2008 Chatham – Savannah Housing Authority served 5,530 homeless people. This number is not a count of times of service, but of individuals served. And, of these homeless individuals 1,548 were women and 774 were children. The January 23, 2011 edition of the Savannah Morning News (SMN) reports the enrollment of homeless students in Savannah’s public schools as 669. That number does not count many destitute children who are disconnected from the school system and are in need of emergency shelter.

There are a few residential programs which serve homeless women; however, they require assessments and qualifications which are often beyond the reach of the neediest. There are services for women who have experienced domestic violence or who need a residence during their pregnancy. Park Place Youth Emergency Outreach provides emergency shelter for 70 to 100 run-aways, homeless, abandoned and neglected children ages 11 to 17 each year.” (SMN, January 23, 2011). There are no emergency shelter beds for children who are homeless. Inner-Faith Hospitality provides emergency shelter services for homeless families.

The Old Savannah City Mission’s five star shelter will serve homeless women and children regardless of their circumstances. If they need shelter and are willing to comply with the Mission’s high standards, strong boundaries and clear direction, including zero tolerance for drugs, alcohol, tobacco, violence and threat of violence, there will be shelter for them free of charge. As at the shelter for men at 2414 Bull Street no one will be turned away with the exception of individuals who represent a danger or disruption of service to others.

God willing and compassionate people giving within the next few months the Old Savannah City Mission will be able to open shelters for women, children and homeless families. The facility at 1116 Mills B. Lane is projected to provide at least 50 beds for homeless women and children. A Place Called Home on 34th Street will provide shelter for 4 homeless families.

Of course, it is a matter of funding. The costs of significant structural modifications and furnishings are overwhelming except for GOD and GIVING PEOPLE. Please remember, the Old Savannah City Mission does not accept tax payer or United Way funding.

The conceptual cost of this project including significant structural modifications, in particular at the Mills B. Lane location, staffing and operational costs for one year is $850,000. With these funds the Mission will construct dorms; furnish them with beds, dressers, night stands, lamps, install a commercial kitchen, adequate bathrooms, chapel, common areas for women and an equipped recreational area for children.

Within a few weeks, Connell Stiles, Director of Development will announce a Sacrifice Sale in order to liquidate items in the warehouse at 1116 Mills B. Lane. While this is necessary, it will cut off a stream of revenue that has been very important to the Mission.

I ask one thing of you. Would you provide a bed for a homeless woman and her children? You may think raising $850,000 is impossible. It is…if it depends on folks the Mission. With your generous support we can do it…NOW!

In 2010 the Mission your donations provided over 125,000 meals and more than 28,000 emergency shelter beds for men along with many other vital services…all without one dime of tax payer or United Way funding. Much good is done through the many public and United Way funded agencies; however, the Old Savannah City Mission opts out of the necessary restrictions that rightfully come with funds administered by the government or distributed through United Way. It is correct to disallow such resources to be used to advance any religion. As a faith based 501(c)(3) charity the Old Savannah City Mission must share the Gospel freely with those who are down and out.

(SAVANNAH, GA) A special art exhibition in honor of the Savannah Book Festival, and featuring the art of three Georgia artists, will run from February 3 through 19 in the Trustees Gallery at the Jepson Center for the Arts in downtown Savannah.

This wonderful multi-media art show will feature three famed Georgia artists: Rose Lane Leavell, Steve Penley and Cindy Wallace, all of whom will be participating in the Fourth Annual Savannah Book Festival, which will take place in and around Telfair Square February 18 through 20.

Rose Lane Leavell is a native of Twiggs County, Georgia where she lives on Charlane Plantation with her husband of 37 years, Chuck Leavell, the keyboardist for The Rolling Stones. She is a third generation tree farmer who is also committed to art and historic preservation. Amidst the pines and hard work, Ms. Leavell has always found time to indulge in her passion for painting in various media. Though her first love is working with oils, she’s also exploring pastels, and her gallery is ever-changing and evolving. She will introduce her husband at his FREE presentation at the Savannah Book Festival on Saturday, February 19, at 4:30pm in Trinity United Methodist Church on Telfair Square.

Born in 1964, Steve Penley was raised in Athens and Macon, Georgia. Best known for his paintings of historical icons, Penley has become one of America’s most popular artists. Penley’s development as an artist has culminated with a unique style of bold color, strong brush strokes and vivid imagery. Although his subject matter is always familiar, Steve’s unique ability lies in his reinterpretation, creating a new impact for the viewer. Recently, Penley was honored as Author of the Year in the specialty books category at the 38th Annual Georgia Author of the Year Awards. He will be at the Savannah Book Festival’s Annual Sunday Brunch fundraiser with his collaborator on Vince Dooley’s Garden, former UGA football coaching legend Vince Dooley, on Sunday, February 20, at 11am in the Chatham Club.

Cindy Wallace, a native of Amarillo, Texas, has taught darkroom and digital photography at both of her alma maters: Armstrong Atlantic State University and Georgia Southern University. Wallace has developed a unique style of photographic composition with a talent for capturing the play of light and shadow on architecture and decorative detail that never intrudes upon the genuine antiquity of the original. Cindy Wallace is also a freelance commercial photographer who has photographed the Savannah area for over 20 years, and her work appears in the four-book series Savannah: Immortal City, co-authored by Barry Sheehy and Vaughnette Goode-Walker, which chronicles Savannah before, during and after the Civil War.

The Savannah Book Festival’s mission is to promote reading, writing and civil conversation. It is now a significant event in both the literary and southeastern USA calendars with a new date this year: February 18-20, 2011 – President’s Day weekend. Documentaries Speak to the Power of Community and Activism

Armstrong Atlantic State University will screen two documentaries as part of the university’s 2011 Common Read Film Series. The screenings, both on the Armstrong campus, are free and open to the public.

These documentaries were selected because they speak to the themes that have emerged in a campus-wide common read of Waddie Welcome and the Beloved Community, a book by Savannah authors Susan Earl and Tom Kohler. Some of those themes include social activism in communities in crisis, the changing shape of Black communities in the South, and ethical representations of local communities in written and visual narratives.
